The National Program for the Prevention and Combating of Violence Against Women and Domestic Violence for the years 2023-2027 has been approved

The widespread phenomenon of violence against women in the Republic of Moldova is one of the core issues affecting the rights, well-being, and safety of women in our country. Data from a study conducted in this area by the National Bureau of Statistics in 2011 shows that this phenomenon affects over 63% of women in the Republic of Moldova.

Preventing and combating violence against women and domestic violence is one of the areas of activity of the Ministry of Labor and Social Protection, which aims to ensure safe protection for victims and their children, as well as a coordinated, prompt, and effective response to cases of violence.

Today, the Government approved, at the proposal of the Ministry of Labor and Social Protection, the National Program for the Prevention and Combat of Violence Against Women and Domestic Violence for the years 2023-2027.

The objectives of the Program derive from the priorities of the National Development Strategy “European Moldova 2030” and are structured around the four pillars of the Istanbul Convention: prevention, protection, prosecution, and integrated policies. These objectives aim to:

– Establish a zero-tolerance policy towards all forms of violence against women and domestic violence;

– Implement a multidisciplinary approach within the protection and assistance system for victims of violence against women and domestic violence;

– Ensure an effective justice system that allows for the investigation, prosecution, and adjudication of all forms of violence against women and domestic violence, holding perpetrators accountable and providing them with rehabilitation;

– Involve all stakeholders (public authorities, civil society) in the development and implementation of comprehensive policies for the prevention and combat of violence against women and domestic violence.

Achieving these objectives will contribute to strengthening the response to this phenomenon in key areas such as social protection, health, education, justice, security, and public order.

The actions outlined in the Program will focus on reducing all forms of violence against women and domestic violence, including by: increasing the number of cases reported to the police, criminal cases initiated, and convictions for acts of violence against women and domestic violence; focusing on early intervention and prevention of violence cases so that fewer women find themselves in crisis situations; and developing a system of specialized services to ensure that each victim and her children receive the support they need.

To fulfill these commitments, central and local public administration authorities, the international community, civil society organizations, and the academic environment will be involved. The budget for implementing the Program is 19.77 million lei, of which 4.0 million lei (for 2023) comes from the state budget and 15.77 million lei from the resources of development partners.
