Extended-format public consultation workshops on the National Program for the Prevention and Combating of Violence against Women and Domestic Violence in the Republic of Moldova for the years 2023-2027

The Ministry of Labor and Social Protection is in the process of developing a new policy document on violence against women and domestic violence – the National Program for the Prevention and Combating of Violence against Women and Domestic Violence in the Republic of Moldova for the years 2023-2027.

In this context, to ensure that the Program draws from best practices, two extended-format public consultation workshops were held on March 16 and 17, 2023. Two working groups were formed, addressing four pillars: Coordinated Policies; Criminal Prosecution; Prevention and Protection.

Over 90 people participated in these two consultation workshops, including representatives from central and local authorities, service providers in the field, civil society, development partners, the donor community, and academia. Participants provided specific contributions to finalize the Program. The opinions, proposals, and recommendations collected will be integrated into the policy document.

The Program aims to contribute to:

  • ensuring gender equality and combating gender stereotypes;

  • achieving zero tolerance for all forms of violence against women and domestic violence;

  • providing an effective multidisciplinary response to cases of violence centered on victims, through the development of sufficient social services adapted to victims' needs;

  • ensuring an effective justice system response to cases of violence against women and domestic violence by holding perpetrators accountable and developing programs for offenders;

  • adopting legislation and building the appropriate institutional framework, as well as developing the capacities of all specialists for an effective response to domestic violence in accordance with the standards of the Convention and best practices in the field.


As a result of these actions, the level of violence against women and domestic violence could decrease, the number of fatalities due to domestic violence could drop, and women and girls could have the opportunity to realize their full potential, contributing to building a strong society.

The aforementioned Program was subject to extensive consultations with governmental actors, civil society, the donor community, and women survivors of domestic violence from February to March 2023.

The National Program for the Prevention and Combating of Violence against Women and Domestic Violence for the years 2023-2027 is being developed by the Ministry of Labor and Social Protection of the Republic of Moldova, in collaboration with the Women's Law Center, with support from the Council of Europe, UN Women, and UNFPA, and with financial assistance from Sweden and the United Kingdom.
