Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence: Stages Prior to Ratification

On May 1, 2022, by ratifying the Istanbul Convention, the Republic of Moldova committed to ending domestic violence and gender-based violence in all its forms and to adopting the necessary measures to eliminate this scourge.

The Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence is recognized as the most comprehensive international treaty advocating for zero tolerance for any form of violence and aims to change societal attitudes in the long term while raising public awareness.

The coordinating role of the pre-ratification process was assigned to the Ministry of Labor and Social Protection. Lilia Pascal, head of the Gender Equality Policy Directorate, explains that efforts were made both within the Ministry of Labor and Social Protection and in collaboration with various departments from other ministries.
