Preventive intervention in cases of domestic violence and the development of programs to reduce violent behavior among domestic aggressors were discussed in an intersectoral dialogue

The Ministry of Labor and Social Protection, in partnership with the United Nations Population Fund, organized a working meeting on June 20 with stakeholders involved in the development and promotion of services/programs aimed at holding domestic aggressors accountable and changing their violent behavior. Participants included representatives from the Ministry of Internal Affairs, the Ministry of Justice, the National Probation Inspectorate, the General Police Inspectorate, the National Administration of Penitentiaries, the Center for Assistance and Counseling for Domestic Aggressors in Drochia, and civil society.

The event was organized to analyze the national context regarding compliance with Article 16 of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence, which emphasizes preventive intervention in cases of domestic violence and the development of treatment programs for perpetrators of domestic violence, helping them learn to adopt non-violent behavior in interpersonal relationships. The goal was to establish a strategic vision for the development or creation of new counseling programs for domestic aggressors, including the preventive intervention stage.

During the event, activities conducted in various sectors were presented: probation, public order, penitentiary activity, and the social sector in working with aggressors, along with the gaps and major challenges in implementing national programs to reduce violent behavior. Some international practices regarding treatment programs for domestic violence perpetrators and sexual offenders were also presented.

The event concluded with a joint decision by the participants to agree on a strategic vision for adopting best practices in the development of programs/services aimed at reducing violent behavior in interpersonal relationships, with the aim of preventing domestic violence and sexual violence, and reducing the risk of recidivism among former offenders of sexual crimes and domestic violence.
