Working Group Meeting on the Implementation of the Four Pillars of the Istanbul Convention

Between October 28 and November 4, 2022, the Ministry of Labor and Social Protection of the Republic of Moldova, with the support of the Council of Europe Project "Supporting the Implementation of the Istanbul Convention in the Republic of Moldova," convened Working Groups on the pillars of "Prevention," "Protection," "Punishment," and "Integrated Policies" of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence.

Articles 12 to 17 of the Istanbul Convention on the Prevention Pillar, Articles 18 to 28 on the Protection Pillar, Articles 33 to 57 on the Punishment Pillar, and Articles 7 to 11 on the Integrated Policies Pillar were analyzed in terms of necessary changes in the legal framework, as well as practical measures in line with the explanatory report of the Istanbul Convention, highlighting the existing challenges and barriers in implementation.

The aim of the Working Group meetings was to assess the progress in implementing the provisions of the Istanbul Convention, including identifying gaps and challenges across these pillars in the area of violence against women and domestic violence.

The discussions revealed the need to involve more stakeholders in the ongoing analysis – including national institutions for human rights and gender equality, the private sector, local authorities, trade unions, and employers' associations. The members of the working groups agreed to return with concrete and targeted contributions to enhance the analysis and to offer proposals on the next steps to advance the implementation of the Istanbul Convention.
